First, it is worth mentioning the significant exaggeration of the importance of nuclear weapons (NW) in the modern world. With the advancement of technology and the emergence of high-precision weapons (cruise missiles, operational-tactical missiles, strike drones) and options for their covert basing on the territory of a potential enemy (for example, Club-K), the possibility arises to inflict unacceptable damage on ruling elites without the use of NW. The capabilities of such systems will only increase with technological development—soon, we should expect the appearance of ornithopter drones (which look and fly like ordinary birds, flapping their wings to deceive air defenses), missiles and drones with artificial intelligence (there is no need to fear Terminators, these will essentially be ordinary missiles, but with AI in the guidance and navigation system to operate under electronic warfare jamming of communication channels), and non-nuclear electromagnetic pulse (EMP) weapons.
When discussing a libertarian society, it is worth mentioning its main difference from a state with a territorial monopoly — members of different communities (CU) will live very close to one another; accordingly, the use of nuclear weapons will lead to the destruction of the aggressor CU’s own citizens. Naturally, this will have unacceptable consequences for the ruling elite of the attacking side, which effectively reduces the risk of the deliberate use of nuclear weapons to zero!
The only remaining risk is the use of nuclear weapons by irrational actors — religious and political fanatics, the insane, and people who feel “wronged by the whole world.” Accordingly, the vast majority of society will be interested in ensuring that nuclear weapons do not spread throughout the world and that existing ones are destroyed (this will happen on its own if no new warheads are produced, as nuclear weapons have a limited shelf life).
How can a mechanism for nuclear non-proliferation be implemented under ancap? This problem is solved very simply; an example already exists today in the form of self-regulation among hobby rocket component manufacturers in the USA. You might be very surprised, but in the USA, the government does not regulate the manufacture of hobby (homemade) rockets, the dimensions of which can quite well compare to the Iskander IRBM. It goes without saying that no one can make all the components for a serious rocket by themselves and will be forced to buy ready-made modules. Manufacturers of this equipment belong to self-regulatory organizations, such as the Tripoli Rocketry Association, which verifies rocket modelers’ knowledge of safety basics and assesses their mental stability. If a person does not have this accreditation, they will not be sold rocket components (note, this is without any coercion from the state). I think that under ancap, there will be something similar regarding nuclear components.
