This is not to mention the difficulty of classifying various possible consequences as positive or negative, as well as the possibility of a consciously biased selection of facts. All of this completely undermines the utilitarian considerations used to justify a particular policy; therefore, in such matters, it is more appropriate to be guided by general theoretical, legal, and ethical criteria, leaving speculations that the world will end if one does not immediately march in the right direction to the demagogues.
