An important section has been completed, analyzing when the state attacks a group. Instead of the traditional internal classification of cases based on the answer to the question “is it attacking your group?”, here the priority had to be given to the answer to another question: “did the group identify itself as such?”

It also became clear that the next section will not be the final one regarding state-on-state attacks, but another intermediate one — about civil war.
